Chief Justice Hugh Thompson delivers his third annual State of the Judiciary address to a joint session of the Georgia Legislature. In the speech, he called for modernizing the state’s highest court through an “historic shift” in the types of cases it handles, a continuing upgrade of court technology, and a 21st century court system that serves all litigants “from the moment they enter the courthouse until the moment they leave.”
